Canon Point: Just at the climax of End of Time. The Master knows what the drums are and will disappear just before he's dragged into the time lock.
Age: He'll say 900ish but it has to be in the thousands somewhere. (Time Lords lose track easy and they're very vain.)
Appearance: The Master, in this particular version, is somewhat grubby and unkempt. His hair is bleached, he's awfully stubbly and he has very tattered and lived-in clothes. PB offers plenty of ideas on this.
Inventory: Nothing except his clothes
Abilities: The Master is not human but rather an alien from the planet Gallifrey. As a Time Lord, the Master has an outstanding knowledge of time and space, beyond that of even the smartest men on Earth. They study for centuries at the Time Lord academy and therefore they are naturally more intelligent and worldly, with better understanding and awareness of the universe and time travel. The Master has extensive knowledge of science, engineering, languages and literature.
He also benefits from the Time Lord biology such as regenerations. Conventionally, most Time Lords have 12 regenerations but the Master has never been conventional and despite ending his cycle, he survived by stealing bodies until he was finally executed by the Time Lord. When brought back for the Time War, it's implied he got a brand new set of 12 regenerations. Regenerations generally allow a Time Lord a sort of 'get out of jail free' card when it comes to death, the catch being that they often change personality, preferences and appearance though retain the same memories and knowledge. This process can also be done by will and sometimes some Time Lords display a higher level of control on what body they get.
His appearance is humanoid (or more accurately, humanities appearance is very Time lord-ish as the Time Lords came first) but his biology differs greatly in most respects. He has two hearts, a repository bypass, a naturally lower body temperature than humans, an ability to withstand radiation and better hearing and sense of smell.
All Time Lords have a mild telepathy in canon, though the strength varies greatly, it is usually initiated by touch and the Master is known to use his more than the Doctor. It's usually suggested that the Master has a high level of skill as he is able to send a false premonition as a telepathic message and his hypnotism skills are far more effective.
Since his dodgy resurrection, his life force is constantly depleting. He has to consume huge quantities of food to stay alive ans retain his life energy. As a side effect, he can boost his life force for better agility and send bolts of energy from his hands. The energy being Artron energy. The Master's body would even fluctuate between complete flesh and a half-skeletal state.

These are the most blatant aspects of his personality in this particular regeneration. With Time Lords, each regeneration changes in manner and style, though they are basically the same sort of person underneath and the Master has never drifted far from the villain of the story. At one time he was a master of disguise, capable of coming across as charming, polite and even quite nice. He was brilliant at hiding himself and playing different roles with great success, blending in without raising too many suspicions. So much so that he managed to run for Prime Minister without many doubting his persona of Harold Saxon. That, however, is not how he operates these days. Unfortunately a botched resurrection has trapped him in perhaps one of the most famous bodies in all on England. And one of the most wanted. The most he can do these days is to dye his hair and pretend he's someone else. It always fails but without his old ability to pretend to be someone new, he's forced in a whole new direction. Instead of relying on his cunning alone, he now has to be more aware and somewhat more violent to keep his presence hush-hush.
Though he may be handicapped with the failed regeneration, he still excels in manipulating those around him to achieve whatever outcome he wants, looking at every act as some means to an end. It's all just another move in his grand game against the Doctor. He doesn't mind being captured and used as a 'puppet' as long as it gives him access to what he wants. He's happy to let people think his current down-and-out persona means weakness just so he can get an in and exploit those who try to use him.
Once a suave and well dressed foe, the Master has definitely fallen in some ways. He has swapped his suits for a scrappy hoodie and spends his time sleeping rough and living in a wasteland. With his ego and sanity taking a battering, he has become less coherent and slightly more like a raving mad man. All his cool, collected mannerisms have been lost to a somewhat feral and angry temperament. Everything comes down to survival for him these days, he's hell bent on doing anything needed to survive, including consuming humans and any other food he can get his hands on.
The Master displays little, if any, empathy for the victims of his schemes. He is shown as having little regard for those outside himself and only seems to care about his own self preservation. His sadistic nature is apparent from the way he can take such joy in the misery and suffering of others, treating things such as death and torture as something to be amused by. His humour is dark and malicious with a childish air to it, showing him to be quite playful and hyper at times. Of course, this isn't unlike tenth Doctor. While he and the Doctor have a lot of mannerisms in common, he is the flip side of the coin when it comes to morality and empathy. He is the equal opposite and matches the Doctor as a worthy opponent.
While he may act immature at times, he is a very intelligent and calculated man who puts a lot of thought into his plans, even if his ego is often his failing. He is too self assured and arrogant to acknowledge any possibility of losing, which makes his failure twice as painful. He doesn't have a problem with playing dirty and using any means necessary if he is in a tricky situation, his cowardice is ever present in canon and he is well known for retreating when things get dangerous or over his head. Despite his willingness to run when he can, his pride means a lot to him and that can lead to him being very stubborn. He won't even accept others' forgiveness and refused to show any weakness to his enemies, especially not the Doctor. Being weak and helpless is not something the Master enjoys.
The Master's intelligence is one of his greatest assets, he was very successful at school and out shone the Doctor in most subjects. It's said that his degree in cosmic science was of a higher class than the Doctor's and previous canon indicates that he is somewhat of a maverick when it comes to engineering, in practise and theory. He came up with the entire premise of the Archangel network, which helped him take over the entire Earth with a sort of mass hypnotism with limited resources. Even when fobwatched, he managed to build a ship system with food, string and staples. While others may disapprove of him and what he stands for, many still appreciate his genius.

This is often considered to be because of drums impact on his mind, he has heard the same four beats since his youth and they torment his mind. His moods are rather flippant and he often switches between a manic happiness and frustrated anger, which could be because of how the drums effect his thoughts. He has claimed it can be hard to think but ironically, he doesn't believe he could function properly without them either. Regardless, it sneaks into unconscious actions such as drumming on the table or changing his speech pattern. At this point in canon, the drums have savaged his mind to the point where even his mind is lost in a manic whirlwind where everything ends up disjointed and mangled. His mind is focused on his own selfish desire for life and for answers. He only had brief moments of sanity in which he is reflective and somewhat saddened by who he is and what he's become.
This is perhaps the closest the Master has ever come to being someone who can be spoken to like a rational person. Even if it's only in small short bursts, he is more open and nostalgic, dreaming of a world he misses and wants to reclaim. With his life ending and his sanity dwindling, his focus is near solely on the idea of pursuing the actual truth. Lamenting what he's lost and how much his life has spiralled out of his own control, he has reached a sort of sad level of clarity. Like everything finally makes sense. All he needed was to know the truth of the drums.
And when he does find out? They break his hearts. His whole life is taken into a new perspective and that is to be explored in the comm.
While some may argue the drums and his insanity are the reason for his sadistic and petty ways, it doesn't exactly make him redeemable or excuse his actions. Despite his mental affliction, he has embraced this aspect of himself to the point where he believes it to be leading him to some grand purpose. The Master has his own little delusions of grandeur and naturally believes himself to be above everyone. Especially humans. Even without the drums, he would probably still be craving power and the spotlight. The drums leaving wouldn't cure his vanity or ego. All he wants is the world at their knees.
This regeneration of the Master may seem charming and friendly on the outside, perhaps a little sharp witted and sarcastic, but his deep psychotic nature is something that can be quite fearful and dangerous.

It was blur what exactly happened. The resurrection wasn't easy to get through, the sheer force of it took down several buildings and quite possibly killed the entire Saxon cult-- not that he cared much. Pawns really, completely disposable. He never did get attached to his little human friends. The ring had worked a charm, blood stored safely inside to assist his second coming. Though he could of used his cult in his first few hours, despite how annoying they could be. After all there was nothing harder than trying to find clothes in the middle of London. And hiding his identity had hardly been a picnic.
He would of been more concerned really but he was too distracted, it was hard to think. Really hard to think. After all, it felt like the drums in his head had found a bloody orchestrator to join in and they were playing a never ending concert with no sound limitations. It was pounding against his skull, some sort of never ending headache.
How was he meant to think rationally with that going on in his head?
Crouched down in a pile of scraps, the Master sat still and closed his eyes, carefully inhaling a scent he knew too well. Doctor. He was near. He couldn't hide. Why couldn't he hide? He'd tried everything but nothing worked! He could escape, simply sense him coming. He knew what would happen and he couldn't stop it, couldn't repel him or run from it. It was inevitable.
His fingers twitched idly as he felt the other Time Lord's presence get stronger. He must of been closer. Growling, he staggered to his feet and took off. Sure running would do nothing but he didn't need to sit around and wait like a fool. The Master just had to find the perfect place.
